PROFILES
Reverend Harold Lafayette Dugger, Sr., a native of Waverly, VA, is the sixth of nine children born to the late Reverend Sidney Dugger and Reverend Ellen Dugger. At an early age, he moved to the Washington Metropolitan Area. He is a graduate of the District of Columbia School System and the Pastor of First Baptist Church of Capitol Heights.
At the age of twelve, Reverend Dugger accepted Jesus Christ as his Lord and Savior. He answered God’s call to ministry at the age of eighteen. On July 19, 1979, Reverend Dugger preached his initial sermon at Peace Baptist Church. Under the leadership of Reverend Arie L. Mangrum, Jr., he served as an Associate Minister.
Under his leadership, First Baptist Church of Capitol Heights has flourished!
Reverend Dugger has set forth a vision founded on the “Five E’s” – to Evangelize, Educate, Equip, Engage, and Expand! Since the inception of his tenure, First Baptist has been well on its way to bringing this vision to reality. Properties surrounding the church have been strategically purchased, setting the groundwork for future building projects, and the development of other venues for teaching and outreach. In anticipation of the future harvest, certain provisions have been made for worship and parking.
Under Reverend Dugger’s leadership, the Food Ministry of FBCCH continues to meet the needs of the surrounding community providing food and healthy nutrition essentials for the physical and spiritual man. First Baptist Church of Capitol Heights also supports and provides outreach ministries to neighboring shelters, schools, nursing homes and other venues. The foundation for outreach and evangelism ministry has been established and extends to other ministries such as Prison, Singles, Women’s, Men’s and Youth Ministries.
Reverend Dugger gives God all the glory for what he has done and plans to do in his life and the lives of others. His favorite Scripture is Philippians 3:12-14: “Not, as though I had already attained, either were already perfect: but I follow after, if that I may apprehend that for which also I am apprehended of Christ Jesus. Brethren, I count not myself to have apprehended: but this one thing I do, forgetting those things which are behind, and reaching forth unto those things which are before, I press toward the mark for the prize of the high calling of God in Christ Jesus.”
Reverend Dugger was united in the covenant of marriage to Ms. Odelia Tate on August 9, 1986. They have been blessed with three beautiful children: Briana, Sydney and Harold, Jr.

First Lady Odelia Dugger, lovingly known as “Dee-Dee” to family and friends, is a native Washingtonian. She is the youngest of six children born to the late William and the late Ophelia Tate. First Lady Dugger was educated in Washington, D.C., matriculating through the District of Columbia Public School system. She later attended Calvinade Beauty School and is a licensed cosmetologist.
First Lady Dugger accepted Jesus Christ as Lord and Saviour of her life at the early age of 12, while a member of the Peace Baptist Church in Washington, D.C. She later fulfilled the Lord’s commandment of Baptism.
In October 2000, her husband was called and commissioned to pastor the First Baptist Church of Capitol Heights, in Capitol Heights, MD.
As the First Lady of First Baptist Church of Capitol Heights, God has continued to develop her life spiritually and to etch godly definition, character and purpose in her ministry call. She is a true prayer warrior; a woman of unwavering faith; and has given unselfishly of her life and heart to the people of God, and in particular, to the ministry at First Baptist Church.
What First Lady Dugger wants to be known for most of all is that she is saved and filled with the Holy Spirit of God! Her favorite scripture is: “For God so loved the world, that He gave His only begotten Son, that whosoever believeth in Him should not perish, but have everlasting life.” John 3:16 (KJV)
First Lady Dee-Dee was united in the covenant of marriage to Harold Lafayette Dugger, Sr. on August 9, 1986. From this blessed union have come three children: Briana, Harold, Jr., and Sydney.

Elder Patricia E. Nelson is a native Washingtonian. She was drawn by the Spirit of God into a saving relationship with her Lord and Saviour Jesus the Christ in March 1994. She fulfilled the ordinance of Baptism on May 27, 1994.
On February 28, 2007, by divine direction and instruction from God, Elder Pat concluded her ministerial duties at the Newness of Life Bible Church. She was then led by the Spirit of God to continue the work of ministry at the First Baptist Church of Capitol Heights (FBCCH) on March 4, 2007, under the skilled tutelage and divine stewardship of Reverend Harold Lafayette Dugger, Sr.
Elder Pat continues God’s ministry work and calling at the FBCCH in the areas of pastoral assistance, evangelism outreach, and bible-study teaching. She currently serves as the Executive Administrator to the Pastor; Director of the Ministry of Christian Education; Co-Director of the Evangelism Outreach Ministry; Overseer of the Congregational-Care Ministry; Pulpit Ministerial Staff member; and primary teacher in the FBCCH Ortho Toméo School of the Bible’s: “Salvation: How to Become a Christian” course.
Elder Pat has a true heart for the people of God; purposes to walk in the truth and integrity of the Will and the Word of God; and teaches with the passion and intent of the hearer to come to a deeper understanding of the Word of God, evidenced by a godly transformed life and lifestyle.
Her favorite Scripture verse comes from Matthew 11:12: “And from the days of John the Baptist until now, the Kingdom of Heaven suffereth violence, and the violent take it by force”.

Elder Phillip A. Coles is an ordained and active minister under the tutelage of Reverend Harold L. Dugger, Sr., Pastor, of First Baptist Church of Capitol Heights in Capitol Heights, MD (FBCCH) since 2006.
Elder Coles was ordained and licensed in 2005, at New Testament Deliverance Church. He was called and anointed by God to preach the Word, therefore Elder Coles obediently began to spread the gospel to all who crossed his path even before his uniting with any church.
Elder Coles preaches the Word of God with clarity, boldness and authority. He believes that we, the children of God, have been commanded to take back what the devil has stolen from many of us, and that is our “identity in Christ”. He is a humble man who greets all with a smile on his face and within his heart. Described as a natural encourager, his words are seasoned by God and his love for all people is unconditional. He will not compromise on the truths and beliefs set by Jesus Christ. If God said it, then that settles it.
As a faithful and determined servant of God, Elder Coles desires to do the Lord’s will – in and out of season. One can always find him diligently reading his bible for more wisdom, knowledge and direction from God.
Elder Coles united in marriage to the former Daphne Driskell in 1992 and they are the devoted and supportive parents of four children; two sons and two daughters. Elder Coles believes in the strong values that will hold families together; prayer, respect and morals. His favorite scripture verse is Isaiah 54:17 (KJV), “No weapon that is formed against thee shall prosper; and every tongue that shall rise against thee in judgment thou shalt condemn. This is the heritage of the servants of the Lord and their righteousness is of me, saith the Lord”.

Elder Ernest Brown is a native of Washington, D.C. He accepted Jesus as Lord and Saviour of his life in September 1973 at the First Baptist Church of New Hampshire Avenue in Washington D.C. under Pastor Tucker. He later fulfilled the ordinance of Baptism in the same month.
Elder Brown has attended various schools of the bible and engaged in several biblical studies’ courses in order to further equip him for the work of ministry. As a result, he has received several certificates of completion which have further increased and strengthened his personal knowledge and understanding of his Lord and Saviour Jesus Christ: “But grow in the grace and knowledge of our Lord and Saviour Jesus Christ.” II Peter 3:18.
Elder Brown is currently a member of the First Baptist Church of Capitol Heights (FBCCH) ministerial staff, under the leadership of Reverend Harold L. Dugger, Sr., Pastor. He serves as the Director of the Marriage Ministry, an assistant teacher in the FBCCH Ortho Toméo School of the Bible’s “A Survey of the Bible” and is an active member of the Evangelism Outreach Ministry.
By way of personal testimony, Elder Brown freely acknowledges that at the onset of his Christian journey, while he was striving to learn, seek and fulfill God’s Will for his life, he “fell short so many times”. But he is eternally grateful and thankful to God for the mercy given him and how God never failed him. Elder Brown states very humbly that “one day I will come to the end of my journey…and my greatest joy is to hear My Saviour say ‘Well done’.”
Elder Ernest Brown is happily married to Elder Metrogene Brown and his favorite scripture verse is II Timothy 2:24 (NKJV), “And a servant of the Lord must not quarrel but be gentle to all, able to teach, patient…”

Elder Metrogene R. Brown is a native of Edenton, North Carolina. It was during a revival, while the preacher was expounding on the message “Separate the Sheep from the Goats”, that Elder Metrogene Brown heard the divine clarion call of God and made a decision that night, at the age of 11 years old, to live for the Lord Jesus. Elder Brown went on to fulfill the Lord’s ordinance of Baptism in August 1964, at the Gale Street Baptist Church in Edenton, North Carolina under Pastor Oliver Welch.
Elder Metrogene has attended various schools and classes for ministry, receiving several certificates to further equip her for the work of ministry and to increase her personal knowledge and understanding of her Lord and Savior Jesus Christ.
She unashamedly acknowledges Jesus Christ as her Lord and Savior.
Elder Brown is a member of the ministerial staff of First Baptist Church of Capitol Heights (FBCCH), under the leadership of Reverend Harold L. Dugger, Sr., Pastor. She serves on the is Co-Director of the Marriage Ministry, serves as primary teacher in the FBCCH Ortho Toméo School of the Bible’s: “What Is Man?” class and is an active member of the Evangelism Outreach Ministry.

Minister and Evangelist Birdie Gibbons was born in Lynchburg, SC. She opened her heart and accepted Jesus Christ as her Lord and Saviour in June 1990. Daily she rises early in the morning to prepare her mind, body and soul through fervent prayer, studying the Word of God and seeking His guidance.
Evangelist Minister Gibbons has been a member of First Baptist Church of Capitol Heights, under the authority of Pastor Harold L. Dugger, Sr., since August 1994. At First Baptist Church, she drives the church van and is a member of the Music Ministry, Praise and Worship.
Evangelist Minister regularly attends Sunday School and Bible Study classes where she teaches and preaches God’s unadulterated word with a passion! She truly keeps it real and shares her testimony. “And they overcame him by the blood of the Lamb and by the word of their testimony, and they did not love their lives to the death.” (Revelation 12:11 NKJV)
She is often clearly heard saying, “I know that’s right!”
One of her favorite scriptures is 1 Corinthians 13:1-2 (NKJV): “Though I speak with the tongues of men and of angels, but have not love, I have become sounding brass or a clanging cymbal. And though I have the gift of prophecy, and understand all mysteries and all knowledge, and though I have all faith, so that I could remove mountains, but have not love, I am nothing.”
Evangelist Minister Gibbons lives in Capitol Heights, MD and is the mother of one daughter, Rochelle, who has given her six beautiful grandchildren: three boys and three girls. Her prayer is that God takes each of them into their destiny with them loving Him all the way.
